H O U S E  R E S O L U T I O N

RESPECTFULLY REQUESTING THE DEPARTMENT OF ADMINISTRATION TO CONDUCT A COMPREHENSIVE STUDY ON THE STATE'S TAX SYSTEM

         

     Introduced By: Representatives Dennigan, Costantino, Carter, Naughton, and Crowley

     WHEREAS, It is necessary to strengthen the state's ability to provide ongoing analysis of

the state tax system to ensure that it is competitive, balanced, and fair; and

     WHEREAS, A comprehensive tax policy analysis function in state government will

provide data and analysis necessary to monitor the results of the state's economic development

efforts and the equity of the state tax structure as a whole; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island and

Providence Plantations hereby urges the Department of Administration, in consultation with the

Economic Development Corporation, to conduct a study to determine a suitable organizational

structure to enhance the state's tax policy analysis function. The study shall identify the

resources, technology and data currently available to perform the tax policy analysis function and

make recommendations for enhancing the current system. The department shall report back its

finding to the Chairmen of the Senate and House Finance Committees on or before January 17,

2006; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit duly certified copies of this resolution to the Director of the Department of

Administration and the Executive Director of the Economic Development Corporation.
