H O U S E  R E S O L U T I O N

RESPECTFULLY REQUESTING THE DEPARTMENT OF LABOR AND TRAINING TO

PROVIDE INFORMATION REGARDING THE DISPOSAL OF LABOR RECORDS

     

     

     Introduced By: Representatives Lima, Naughton, Crowley, E Coderre, and San

     WHEREAS, The Rhode Island Constitution states, "All free governments are instituted

for the protection, safety, and happiness of the people"; and

     WHEREAS, Protecting personal and private data is not only necessary for the financial

well-being and security of the citizens of Rhode Island, but it is also an essential component of

good government; and

     WHEREAS, A comprehensive report listing specific details as to the recently "dumped"

labor records are a necessary step towards providing the public and legislature with the

information necessary to develop safeguards and protective measures; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island and

Providence Plantations hereby requests the Department of Labor and Training to provide detailed

information in response to the following questions:

     (1) What specific records did the Department of Labor and Training compromise as a

result of dumping the records at the landfill?

     (2) What specific information was contained in these dumped records?

     (3) On what date did the Department of Labor and Training learn of the dumping

mishap?

     (4) Who was notified, and at what time and date, after the discovery of the dumping of

the records?

     (5) What measures were taken to notify the persons affected by the dumping?

     (6) What measures have been taken to insure that dumping, computer security breaches,

and other invasion of privacy problems will not reoccur and are permanently resolved?

     (7) What measures have been taken to assure that the citizens whose records were

comprised will not have ongoing identity and confidentiality complications?; and be it further

     RESOLVED, That the Department of Labor and Training shall report to the General

Assembly with information and answers to the above referenced questions on or before March

21, 2006; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit duly certified copies of this resolution to Governor Donald Carceiri, and the Director of

the Department of Labor and Training.
