H O U S E  R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION TO STUDY THE RHODE ISLAND INTERSCHOLASTIC LEAGUE

      RESOLVED, That a special House commission be and the same is hereby created

consisting of eleven (11) members: four (4) of whom shall be members of the House of

Representatives, not more than three (3) from the same political party, to be appointed by the

Speaker of the House; one of whom shall be the Executive Director of the Rhode Island

Interscholastic League, or designee; one of whom shall be the President of the Rhode Island

Association of School Committees, or designee; one of whom shall be an Administrator of a

private school in Rhode Island, to be appointed by the Speaker; one of whom shall be an

administrator of a public school in Rhode Island, to be appointed by the Speaker, one of whom

shall be the President of the American Federation of Teachers (AFT), or designee; and two (2) of

whom shall be members of the general public, to be appointed by the Speaker.

      In lieu of any appointment of a member of the legislature to a permanent advisory

commission, a legislative study commission, or any commission created by a General Assembly

resolution, the appointing authority may appoint a member of the general public to serve in lieu

of a legislator, provided that the majority leader or the minority leader of the political party which

is entitled to the appointment consents to the appointment of the member of the general public.

      The purpose of said commission shall be to conduct a comprehensive study of the Rhode

Island Interscholastic League and the Principals Committee on Athletics. Said Rhode Island

Interscholastic League doing business as the Principals Committee on Athletics has within its

jurisdiction the power and authority to supervise and control all of the athletic programs, contests,

and schedules relating thereto for secondary schools (grades 9 through 12) of the State of Rhode

Island. The Rhode Island Interscholastic League d/b/a the Principals Committee on Athletics is

authorized in general to carry on any lawful activity which is calculated, directly or indirectly to

promote and enhance the goal of the Rhode Island Interscholastic League. Said Interscholastic

League duties include but are not limited to having control of interscholastic athletic policies,

making rules of eligibility for players, making regulations for the administration of interscholastic

contest, disciplining members and athletes for violation of rules and regulations, delegating to the

Executive Director such powers as it may deem advisable, deciding all issues with regard to

appointment and determination of salaries of all employees of the Rhode Island Interscholastic

League, responsibility for all finances of the Rhode Island Interscholastic League and

determining membership dues of all participating schools. No school is allowed to participate in

any Interscholastic League event unless they are a dues paying member.

       The commission shall make a comprehensive study of the Rhode Island Interscholastic

League d/b/a the Principals Committee including, but not limited to, all of its funding provisions,

statutory authority, rules and regulations, employees and personnel, internal government

procedures, financial reporting, and any and all other matters relating to said Interscholastic

League.

       Forthwith upon passage of this resolution, the members of the commission shall meet at

the call of the Speaker of the House and organize and shall select, from among the legislators, a

chairperson. Vacancies in said commission shall be filled in like manner as the original

appointment.

       The membership of said commission shall receive no compensation for their services.

       All departments and agencies of the state shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

desirable by the commission to facilitate the purposes of this resolution.

       The Speaker of the House is hereby authorized and directed to provide suitable quarters

for said commission; and be it further

      RESOLVED, That the commission shall report its findings and recommendations to the

House of Representatives no later than March 1, 2007 and said commission shall expire on May

1, 2007.
