H O U S E  R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION

TO STUDY ALL ASPECTS OF THE STATE PENSION OR RETIREMENT SYSTEM

     

     

     Introduced By: Representatives Murphy, Kilmartin, Lima, E Coderre, and Corvese

     RESOLVED, That a special legislative commission be and the same is hereby created

consisting of nineteen (19) members: six (6) of whom shall be members of the Rhode Island

House of Representatives, not more than four (4) from the same political party, to be appointed

by the speaker of the house; two (2) of whom shall be certified public accountants, licensed to

practice in the state of Rhode Island, to be appointed by the speaker of the house; one of whom

shall be a member of the Rhode Island AFL-CIO labor union, to be appointed by the speaker of

the house; one of whom shall be a member of a teachers’ union located within the state, to be

appointed by the speaker of the house; one of whom shall be a member of the RI American

Federation of state, county and municipal employees union, to be appointed by the speaker of the

house; one of whom shall be a member of the state judiciary, to be appointed by the speaker of

the house; two (2) of whom shall be serving mayors and/or town managers of Rhode Island

Municipalities, to be appointed by the speaker of the house; one of whom shall be a practicing

member of the Rhode Island Bar Association who shall have experience in pension law, to be

appointed by the speaker of the house; one of whom shall be the President of the Greater

Providence Chamber of Commerce, or designee; one of whom shall be the Superintendent of the

Rhode Island State Police, or designee; one of whom shall be the Chairman of the House Finance

Committee, or designee; and one of whom shall be the Rhode Island General Treasurer, or

designee. 

     The purpose of said commission shall be to make a comprehensive study of all aspects of

the state pension or retirement system, including, but not limited to funding, investments and

management, eligibility, age of retirement, benefits, contributions, vesting, disqualification, and

any other matter that is related to the state pension or retirement system.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

the call of the Speaker of the House and organize and shall select a chairperson from among the

legislators. Vacancies in said commission shall be filled in like manner as the original

appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state, shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

for said commission; and be it further

     RESOLVED, That the commission shall report its findings and recommendations to the

House of Representatives no later than May 15, 2008, and said commission shall expire on

December 31, 2008.
