H O U S E  R E S O L U T I O N

CREATING A HOUSE OVERSIGHT COMMISSION TO REVIEW TEMPORARY

DISABILITY INSURANCE

     RESOLVED, that there is hereby created a special House of Representatives oversight

commission to be called the "Special House of Representatives Oversight Commission to Review

Temporary Disability Insurance." The purpose and charge of said commission shall be to review

all aspects of temporary disability insurance in the state.

     (a) The areas of review shall include in the following:

     (1) How to best lower costs and be a more cost effective provider of temporary disability

insurance;

     (2) A study and comparison of best practices followed in other states;

     (3) Eligibility exceptions, costs, and requirements;

     (4) The nature, timing, and extent of benefits;

     (5) Administration of temporary disability insurance programs;

     (6) Public versus privatization of the current system;

     (7) Issues of fraud and abuse;

     (8) Employer and employee contributions and participation; and

     (9) Such other matters as the commission deems appropriate.

     (b) The commission shall consist of thirteen (13) members, all of who shall be appointed

by the Speaker of the House of Representatives, to be selected as follows: nine (9) members who

shall be from a majority party, four (4) members who shall be from a minority party.

     (c) The members of the commission shall meet at the call of the Speaker of the House of

Representatives and organize, and the speaker shall select from among the members a

chairperson. Vacancies in the commission shall receive no compensation for their services, but

shall be allowed their travel and necessary expenses. The commission may engage such clerical,

technical, and other assistance as it may deem necessary, and spend such other funds as is

necessary to accomplish its purpose.

     (e) The Speaker of the House of Representatives shall provide suitable quarters and staff

for the commission.

     (f) All departments and agencies of the state shall furnish such advice and information,

documentary, and otherwise to the commission and its agents as is deemed necessary or desirable

by the commission to facilitate the purposes of this chapter.

     (g) The commission established by this resolution shall make a report of its findings and

recommendations to the general assembly by March 17, 2009, and shall dissolve and disband on

April 14, 2009.
