H O U S E R E S O L U T I O N
RESPECTFULLY URGING
THE UNITED STATES HOUSE OF REPRESENTATIVES TO FULLY SUPPORT HOUSE BILL 808

WHEREAS,
The United States House of Representatives introduced House Bill 808 on
February
5, 2007. The Bill stipulates the creation of a United States Department of
Peace and
Nonviolence;
and
WHEREAS,
House Bill 808 establishes a cabinet level department in the executive
branch
of the Federal Government that is dedicated to “...peacemaking and the study of
conditions
that are conducive to both domestic and international peace.” ; and
WHEREAS,
The new Department would advise the President on issues of domestic and
international
scope, giving peace building a forum at the highest levels of federal
government,
and
would ascertain peace as an organizing principle for American Society; and
WHEREAS,
House Bill 808 will benefit the State of Rhode Island by supporting
existing
programs and creating new initiatives to address and reduce the number and
frequency of
incidents
related to domestic violence, child and spousal abuse, school violence, gang
violence,
gun
violence and hate crimes. The Bill will help to reduce the already heavy burden
on law
enforcement
and social service agencies of the municipal government who grapple daily with
these
issues; and
WHEREAS,
Passage of House Bill 808 will also aid in the development and distribution
of
peace and nonviolence curriculum with supportive materials for community
building,
communication,
nonviolent conflict resolution, and mediation information, skills and resources
to
the
State and its school systems; and
WHEREAS,
Passage of this Bill is endorsed and supported by numerous national and
international
organizations, as well as state and local governments due to the significant
projected
benefits
for all citizens; now, therefore be it
RESOLVED,
This House of Representatives of the State of Rhode Island and
Providence
Plantations hereby urges the United States House of Representatives to fully
support
the
creation of the United States Department of Peace and Nonviolence as specified
in House Bill
808;
and be it further
RESOLVED,
That the Secretary of State be and he hereby is authorized and directed to
transmit
duly certified copies of this resolution to the Rhode Island Congressional
Delegation.
