H O U S E  R E S O L U T I O N

RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF

ELEMENTARY AND SECONDARY EDUCATION TO CREATE A STUDY COMMISSION FOR THE PURPOSE OF ADVISING THE GENERAL ASSEMBLY ON THE IMPLEMENTATION OF A STATEWIDE PUBLIC SCHOOL STUDENT INFORMATION SYSTEM

     WHEREAS, The legislature hereby finds and declares that there is a need for real-time

student data from school districts, regional school districts, state schools and charter schools in

Rhode Island to track absenteeism, especially in the event of a public health emergency, duplicate

registrations, timely enrollment information, and transfers within school districts in the state; and

     WHEREAS, The legislature further declares that such statewide student information

systems have been implemented in other states, using technological advances available for the

integration of individual school districts' student data to meet state, district, school and classroom

level reporting requirements; and

     WHEREAS, The legislature further declares that such a statewide student information

system should provide standardization and efficiencies in operation; now, therefore be it

     RESOLVED, That for the purpose of the establishment of a statewide information

system, the legislature declares that the Department of Elementary and Secondary Education will

establish a study commission to investigate the technologically available options for the statewide

procurement of a single statewide system. This advisory commission shall be comprised of seven

(7) members as follows: one of whom shall be the Commissioner of the Department of

Elementary and Secondary Education, or his/her designee; one of whom shall be the Executive

Director of the Rhode Island Association of School Committees, or his/her designee; one of

whom shall be the President of the Rhode Island Association of School Business Officials, or

his/her designee; one of whom shall be the President of the Rhode Island School Superintendents'

Association, or his/her designee; one of whom shall be the President of the Rhode Island Society

of Technology Educators (RISTE), or his/her designee; one of whom shall be a member of the

House of Representatives, to be appointed by the Speaker of the House; and one of whom shall be

a member of the business community to be appointed by the Commissioner of the Department of

Elementary and Secondary Education; and be it further

     RESOLVED, The Commissioner of the Department of Elementary and Secondary

Education shall have the authority to appoint the commission members from the business

community. The commission shall report its findings in a report by September 30, 2010 to the

Commissioner. Said recommendations shall be advisory in nature and may be adopted by the

Commissioner in part or in whole; and be it further

     RESOLVED, That this House of Representatives respectfully requests that the

Commissioner for the Rhode Island Department of Elementary and Secondary Education report

back the commission's findings and its recommendations to the House of Representatives on or

before December 31, 2010; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit a duly certified copy of this resolution to the Commissioner of the Rhode Island

Department of Elementary and Secondary Education.
