Introduced By: Senators Crowley, Paiva-Weed, Connors, Walaska, and Lynch

     Date Introduced: May 04, 2010

WHEREAS, The key finding of the Senate Task Force on Small Business Growth and

Development is that Rhode Island’s regulatory structure must be reformed to make it easier to do

business in Rhode Island; and

WHEREAS, The redundant nature of state regulatory and permitting applications can be

an impediment and deterrent to small business development; and

WHEREAS, There are currently over three hundred separate forms that a Rhode Island

business may be required to process and submit to state agencies in order to operate in the State

of Rhode Island; and

filings faster and easier, can shorten the time needed to start a business in Rhode Island and create

jobs; and

WHEREAS, A web-based master application system which can guide users through the

regulatory process while indentifying all the forms necessary for their specific business and

enabling them to populate these forms using a single electronic entry system, can greatly benefit

businesses of all sizes and improve the regulatory climate in Rhode Island; now, therefore be it

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations
