S E N A T E R E S O L U T I O N

CREATING A SPECIAL SENATE COMMISSION TO STUDY AND MAKE

RECOMMENDATIONS RELATED TO THE PROBLEM OF CYBERTHREATS,

CYBERBULLYING, BULLYING, AND SEXTING

     RESOLVED, That a special Senate commission be and the same is hereby created

consisting of eleven (11) members: three (3) of whom shall be members of the Senate, not more

than two (2) from the same political party, to be appointed by the President of the Senate; one of

whom shall represent the Rhode Island State Police Computer Crimes Unit, to be appointed by

the Colonel of the Rhode Island State Police; one of whom shall be the Superintendent of Schools

for Smithfield, or designee; one of whom shall be the Superintendent of Schools for Scituate, or

designee; one of whom shall be the Superintendent of Schools for Cranston, or designee; one of

whom shall be a teacher from a Rhode Island public high school, to be appointed by the President

of the Senate; one of whom shall be a representative from TalkWorks, to be appointed by the

President of the Senate; one of whom shall be a teacher from a private high school in the State of

Rhode Island, to be appointed by the President of the Senate; and one of whom shall be the Chief

Judge of the Rhode Island Family Court, or designee.

     The purpose of said commission shall be to study and make recommendations to the

Senate relating to the problem of cyberthreats, cyberbullying, bullying, and sexting.

     Upon passage of this resolution, the members of the commission shall meet at the call of

the President of the Senate and organize. The chairperson shall be appointed by the President of

the Senate. Vacancies in said commission shall be filled in like manner as the original

appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

desirable by the commission to facilitate the purposes of this resolution.

     The Joint Committee on Legislative Services is hereby authorized and directed to provide

suitable quarters for said commission unless said commission has secured suitable quarters on its

own and at no expense to the State of Rhode Island.

     The special study commission shall hold at least four meetings throughout the state to

hear testimony from experts, students, teachers, parents, and members of the public; and be it

further

     RESOLVED, That the commission shall report its findings and recommendations to the

Senate on or before March 31, 2011, and said commission shall expire on April 28, 2011.
