H O U S E R E S O L U T I O N

THANKING FRANK DIPAOLO, JR., ON THE OCCASION OF HIS RETIREMENT AND CONFERRING UPON THE TITLE OF HONORARY SPEAKER OF THE HOUSE

     WHEREAS, For more than thirty-two years, the members of the Rhode Island House of

Representatives have been the beneficiaries of the wisdom, humor, and loyalty that Frank

DiPaolo, Jr., has always brought to his work as a valued employee of the Rhode Island General

Assembly; and  

     WHEREAS, Always a true gentleman, Frank has consistently provided a warm and

pleasant demeanor at the Chamber doors or in the hallways of the State House that has truly

earned him the unqualified friendship of his fellow workers, particularly those of the female

persuasion, as well as the admiration and respect of all the members of this legislature; and  

     WHEREAS, Born a mere 103 years ago, Frank DiPaolo, Jr., has pretty much seen, heard,

and lived through it all. He has spent most of his life giving, nurturing, and volunteering his time,

his heart, and his knowledge to the causes and people he holds dear; and  

     WHEREAS, Married to the late Eugenia DiPaolo, Frank is the father of Evelyn, Thomas,

Claire, and the late Richard. He has also been blessed with fifteen grandchildren and fifteen

great-grandchildren, and is the brother of Clara, and the late Etta, Philip, and Anthony; and  

     WHEREAS, A multi-faceted man, Frank competed in bicycle races during his youth. He

was also an assistant to Dr. Thomas F. Scanlon for many, many years. The doctor and Frank

became fast friends, sharing almost a father-son relationship. They particularly enjoyed hunting

and fishing together; and  

     WHEREAS, Frank was also a talented mechanic who owned and maintained a small fleet

of flower cars. He enjoyed traveling to Indianapolis to watch the Indy 500, but his pride and joy

were always his 1926 Packard touring cars; and  

     WHEREAS, For many years, Frank and his brother Philip were the owners of the Castle

Spa on Chalkstone Avenue, which was renowned for having the best ham sandwiches in the state;

and  

     WHEREAS, More recently, Frank has spent more than three decades working for the

General Assembly, beginning in the Senate, and later as the official doorkeeper for the House of

Representatives. He has been actively involved in numerous political campaigns on the local,

state, and national levels, including presidential campaigns, and has been active on more than

fifteen Rhode Island Governor’s campaigns and over thirty General Assembly races; and  

     WHEREAS, Over the years, Frank has worked and formed friendships with many of

Rhode Island’s political leaders. One of his most trusted and enduring friendships has been with

a former customer from the Castle Spa, whom he refers to as his “number three son”; and  

     WHEREAS, While still a Providence College student, The Honorable Patrick Kennedy

decided to run for a seat in the Rhode Island House of Representatives. The Congressman not

only won that race, but was also successful in 1994, when he chose to run for the United States

Congress. Congressman Kennedy counts Frank DiPaolo as one of his most trusted advisors and

friends, and gives him much of the credit for helping him get his start in Rhode Island politics;

and  

     WHEREAS, Frank has impacted the lives of so many people with his wealth of

knowledge, his guidance, and his exuberance for life. He is one of the most determined, warm,

well-respected, and well-known faces at the State House, and he is surely going to be missed, but

just as surely, he will always be welcome to return; now, therefore be it  

     RESOLVED, That this House of Representatives of the State of Rhode Island and

Providence Plantations hereby honors and thanks Frank DiPaolo on the occasion of his retirement

after more than thirty years of dedicated service to the General Assembly and the people of the

State of Rhode Island. We wish him the very best health and every future happiness; and be it

further  

     RESOLVED, That this House hereby designates Frank DiPaolo, Jr., as “Honorary

Speaker of the House” in special recognition for his distinguished service; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit a duly certified copy of this resolution to Frank DiPaolo, Jr.
