J O I N T R E S O L U T I O N

URGING CONGRESS TO EXTEND THE

ENHANCED MEDICAID MATCH PROGRAM

FOR AN ADDITIONAL SIX MONTHS

     WHEREAS, The United States Congress is considering an extension of the enhanced

Medicaid match program established in the American Recovery and Reinvestment Act (ARRA),

for an additional six months, to June 30, 2011; and

     WHEREAS, Rhode Island is one of thirty states that anticipated this additional federal

funding in developing its budget for state fiscal year 2011, due to the tremendous budget

shortfalls that most states are facing; and

     WHEREAS, The Fiscal Year 2011 state budget as passed by the Rhode Island General

Assembly anticipates a total of $203.8 million in enhanced Medicaid funding that had been

included in separate bills passed by both chambers of the United States Congress and that had

been included in the President’s budget proposal; and

     WHEREAS, Without this extension, Rhode Island would find itself facing a $102 million

shortfall, potentially requiring reductions on January 1, 2011, to all state programs, including

education, public safety, and services for children, the elderly, adults with physical and

developmental disabilities, and other vulnerable populations; and

     WHEREAS, With this extension, the federal funding will allow Rhode Island to continue

to provide these crucial services and supports, and prevent drastic budget cuts that will exacerbate

the effects of a difficult economy; now, therefore be it

     RESOLVED, That the General Assembly of the State of Rhode Island and Providence

Plantations hereby supports and urges Congress to extend the enhanced Medicaid match program

established in the American Recovery and Reinvestment Act (ARRA), for an additional six

months, to June 30, 2011; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit duly certified copies of this resolution to the members of Rhode Island’s Congressional

Delegation.
