H O U S E R E S O L U T I O N

EXPRESSING FULL SUPPORT FOR FEDERAL LEGISLATION TO ELIMINATE THE FEDERAL ENERGY REGULATORY COMMISSION'S REGULATION OF ALL HYDROELECTRIC INSTALLATIONS OF LESS THAN TWO MEGAWATTS CAPACITY

WHEREAS, Global warming continues to be a threat to the environment; and

     WHEREAS, Coal burning to produce our nation's energy adds to that threat; and

     WHEREAS, Foreign oil cartels hold the nation hostage with price gouging; and

     WHEREAS, Generation of alternate energy is a very high priority of the Rhode Island

General Assembly; and

     WHEREAS, For more than 200 years, water power has and continues to produce clean

energy; and

     WHEREAS, There are more than 600 dams in Rhode Island that continue to possess

power generation potential; and

     WHEREAS, The Federal Energy Regulatory Commission (FERC) regulations were set

as standards for giant dams such as the Grand Cooley, and prove far too costly and time

consuming for small and micro installations; and

     WHEREAS, The Rhode Island Department of Environmental Management (DEM)

regulations on Wetlands and Water quality are more than sufficient controls for small

hydroelectric system oversight; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island and

Providence Plantations hereby stands in full support of Federal legislation to eliminate Federal

Energy Regulatory Commission regulation of all hydroelectric installations of less than two

Megawatts capacity; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit duly certified copies of this resolution to the Rhode Island Congressional Delegation.
