H O U S E R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION KNOWN AS THE PORT OF GALILEE TASK FORCE

     WHEREAS, The Port of Galilee has been one of the most important fishing ports on the

eastern seaboard and is a significant contributor to the economic well-being of our state; and

     WHEREAS, Galilee is a crucial source for providing our citizens with fresh, local,

sustainable healthy food; and

     WHEREAS, It is in the best interest of the people of the State of Rhode Island to: (1)

Identify and recommend policies which will foster the long-term viability of commercial fishing

in the Port of Galilee, (2) Promote opportunities for the preservation of the fishing industry in

Galilee, and (3) Create and maintain vital jobs for Rhode Islanders; now, therefore be it

     RESOLVED, That a special legislative commission known as the Port of Galilee Task

Force be and the same is hereby created consisting of eleven (11) members: one of whom shall be

a representative from Rhode Island Economic Development Corporation; one of whom shall be

the director of the Rhode Island Department of Environmental Management, or designee; one of

whom shall be the Town Manager of Narragansett, or designee; one of whom shall be a shore

side supplier and business operator located in Galilee, Rhode Island; four (4) of whom shall be

licensed, active, commercial fisherman, to be appointed by the Speaker of the House; and three

(3) of whom shall be members from the House of Representatives whose districts have direct

roles in the fishing industry, not more than two (2) of whom shall be from the same political

party, to be appointed by the Speaker of the House. The purpose of said commission shall be to:

(1) Review and identify the existing governmental agencies, departments, and municipal

organizations regulating development and project approvals relating to the fishing industry within

the Port of Galilee; (2) Make recommendations to strengthen and harmonize the effort, authority,

accountability, and regulation between and among such agencies, departments, and municipal

organizations; (3) Review studies prepared specific to Galilee in the current or prior calendar

year; (4) Identify and recommend the key goals for strengthening fishing industry policy; and (5)

Propose legislation and/or regulatory reform in accordance with the task force goals and study

findings to enhance the long-term viability of commercial fishing in the Port of Galilee. Forthwith

upon passage of this resolution, the members of the commission shall meet at the call of the

Speaker of the House and shall organize and shall select from among the legislators a

chairperson. Vacancies in said commission shall be filled in like manner as the original

appointment. The membership of said commission shall receive no compensation for their

services. All departments, boards, commissions and agencies of the state shall furnish such advice

and information, documentary and otherwise, to said commission and its agents as is deemed

necessary or desirable by the commission to facilitate the purposes of this resolution; and be it

further

     RESOLVED, That the commission shall report its findings and recommendations to the

House of Representatives no later than May 1, 2012, and said commission shall expire on June

30, 2012.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

GALILEE TASK FORCE

     This resolution would create an eleven (11) member special legislative commission

whose purpose would be to review and study information pertaining to the fishing industry

operating within the Port of Galilee, and to propose legislation to enhance the functionality and

long-term viability of the fishing industry operating within the Port of Galilee, and who would

report back to the House of Representatives no later than May 1, 2012, and whose life would

expire June 30, 2012.
