S E N A T E   R E S O L U T I O N

RESPECTFULLY URGING RHODE ISLAND'S CONGRESSIONAL DELEGATION AND REPRESENTATIVES OF THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND THE RHODE ISLAND EMERGENCY MANAGEMENT AGENCY TO APPEAR AT A WARWICK CITY COUNCIL MEETING REGARDING THE BIGGERT-WATERS FLOOD INSURANCE REFORM ACT OF 2012

WHEREAS, In July of 2012, the United States Congress passed the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) which calls on the Federal Emergency Management Agency (FEMA), and other agencies, to make a number of changes to the way the National Flood Insurance Program (NFIP) is run; and

WHEREAS, Key provisions of this legislation require the NFIP to raise rates and change how Flood Insurance Rate Map (FIRM) updates impact policyholders; and

WHEREAS, The City of Warwick has numerous property owners who reside in flood-hazard areas within the city and over time, the NIFP changes have the potential to affect these residents and could produce premium rate increases for many of these policyholders; and

WHEREAS, The health, safety, and welfare of all Rhode Islanders is of paramount importance to this legislature; now, therefore be it

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations hereby respectfully requests members of Rhode Island’s Congressional Delegation and representatives from the Federal Emergency Management Agency and the Rhode Island Emergency Management Agency to attend a public hearing of the Warwick City Council regarding the Biggert-Waters Flood Insurance Reform Act of 2012 and the impact it will have on property owners in the City of Warwick; and be it further

RESOLVED, That the Secretary of State be and hereby is authorized and directed to transmit duly certified copies of this resolution to the Office of the Administrator of the Federal Emergency Management Agency, the Executive Director of the Rhode Island Emergency Management Agency, and members of Rhode Island’s Congressional Delegation.
