S E N A T E   R E S O L U T I O N
RECOGNIZING JUNE 10, 2015 AS "NATIONAL TIME OUT DAY" IN THE STATE OF RHODE ISLAND

     WHEREAS, Taking a "time out" before operative and other invasive procedures is a
requirement of the Joint Commission Universal Protocol to prevent wrong site, wrong procedure,
and wrong person surgeries. Despite this requirement, it is estimated that wrong site surgeries
(WSS) occur between 40 to 60 times per week, and approximately 1,300 to 2,700 such incidents
occur annually; and
     WHEREAS, To support the protocol and build greater awareness among surgical team
members, the Association of periOperative Registered Nurses (AORN) launched the National
Time Out Day initiative. The initiative’s goal is to prevent errors, avoid tragedies, save lives, and
improve patient outcomes, by ensuring that all members of the surgical team pause before all
invasive procedures so they can communicate as a group and confirm key information about the
patient and the procedure; now, therefore be it
     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations
hereby recognizes June 10, 2015, as "National Time Out Day" in Rhode Island; and be it further
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit a duly certified copy of this resolution to Ms. Julie Greenhalgh.
