S E N A T E   R E S O L U T I O N
RESPECTFULLY REQUESTING THE SECRETARY OF THE EXECUTIVE OFFICE OF HEALTH AND HUMAN SERVICES AND THE DIRECTOR OF THE DEPARTMENT OF BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND HOSPITALS INCLUDE RHODE ISLAND BEST PRACTICES IN MEDICAID REFORM EFFORTS FOR OPIOID TREATMENT PROGRAMS.

     WHEREAS, The Health Home model opioid treatment program (OTP) results and
impacts should be recognized, and successful practices should be supported on a going forward
basis; and
     WHEREAS, Workforce development investments should include training designed to
enhance the knowledge and skills of practitioners who are members of the OTP Health Home
team; and
     WHEREAS, It is important to the treatment community that the existing patient acuity
model be utilized to determine person-centered care coordination efforts, staffing models, and
reimbursement rates; and
     WHEREAS, Levels of care within the existing patient acuity model should be defined
and agreed upon by stakeholders, including the opioid treatment program providers; and
     WHEREAS, Staffing models and reimbursement rates should be designed with input
from the opioid treatment programs; now, therefore be it
     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations
hereby respectfully requests that the Secretary of the Executive Office of Health and Human
Services and the Director of the Department of Behavioral Healthcare, Developmental
Disabilities and Hospitals include Rhode Island best practices in Medicaid reform efforts for
opioid treatment programs; and be it further
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit duly certified copies of this resolution to the Secretary of the Executive Office of Health
and Human Services and the Director of the Department of Behavioral Healthcare,
Developmental Disabilities and Hospitals.
