H O U S E   R E S O L U T I O N
RESPECTFULLY REQUESTING THE EXECUTIVE CLIMATE CHANGE COORDINATING COUNCIL (EC4) TO CREATE A TASK FORCE TO STUDY THE FEASIBILITY AND FISCAL RAMIFICATIONS, AND MAKE RECOMMENDATIONS FOR IMPLEMENTING A FLOOD AUDIT PROGRAM

     WHEREAS, In 2014, the Rhode Island General Assembly approved legislation formally
establishing the Executive Climate Change Coordinating Council (EC4) under the Resilient RI
Act; and
     WHEREAS, The purpose of the EC4 is to "Assess, integrate, and coordinate climate
change efforts throughout state agencies to reduce emissions, strengthen the resilience of
communities, and prepare for the effects of climate change, including, but not limited to,
coordinating vulnerability assessments throughout state government"; and
     WHEREAS, For coastal communities in Rhode Island, it is imperative that homeowners
and businesses know what risks are likely or eminent so they may protect their property from
loss; and
     WHEREAS, In addition, many neighborhoods in non-coastal communities also have a
potential risk of flooding due to geographical characteristics; and
     WHEREAS, Flood Audit/Vulnerability assessments for such areas would strengthen the
implementing a Rhode Island flood audit program, using the Rhode Island State Energy audit
program as a template for the home and business flood risk program's formation and application;
now, therefore be it
     RESOLVED, The Task Force would include, but not be limited to, the following
members: the members of the EC4 or designees; a representative of a Rhode Island home
insurance company; the Director of the Rhode Island Department of Business Regulation; a
representative from the Rhode Island Builders' Association; an architect; a municipal
representative from a coastal community; a landscape architect; and a certified floodplain
manager (CFM); and be it further
     RESOLVED, That this House of Representatives of the State of Rhode Island and
Providence Plantations hereby requests that the Task Force report its findings and
recommendations to the House of Representatives no later than February 15, 2017; and be it
further
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit a duly certified copy of this resolution to the Chair of the Executive Climate Change
Coordinating Council (EC4).
