H O U S E   R E S O L U T I O N
RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF ADMINISTRATION TO STUDY AND PROVIDE RECOMMENDATIONS FOR MAXIMIZING INFORMATION TECHNOLOGY (IT) DEPLOYMENT STRATEGIES IN ORDER TO IMPROVE GOVERNMENT EFFICIENCY

     WHEREAS, Information Technology (IT) has become an increasingly critical component
in the efficient operation of state government; and
     WHEREAS, The recent difficulties in the state's deployment of the UHIP/RIBRIDGES
program serves as a prime mandate to assess the state's procedures pertaining to statewide
contracting, project management, and information technology outsourcing practices; now,
therefore be it
     RESOLVED, That this House of Representatives of the State of Rhode Island and
Providence Plantations hereby requests the Department of Administration (DOA) to conduct a
study and provide recommendations for maximizing information technology deployment
strategies for evaluating and improving state IT structure and information technology
management practices including, but not limited to, standard operational procedures and
oversight for service proposals, vendor and consultant contracts. The study shall also include an
inventory of the state's executive departments pertaining to:
     • Major software systems;
     • Vendor lists;
     • Year of purchase;
     • Year of launch;
     • Number of employees using the program;
     • Projected year of replacement, type of upgrade and cost;
     • Current spending on centralized IT; and
     • Current spending on individual departments' IT; and be it further
     RESOLVED, That this House hereby respectfully requests that the DOA works in
conjunction with the Rhode Island Division of Information Technology, and all other departments
and agencies of the state, who shall furnish such advice and information, documentary and
otherwise, as is deemed necessary or desirable to facilitate the purposes of this resolution; and be
it further
     RESOLVED, That this House hereby requests that the DOA to report its findings and
recommendations to the House of Representatives no later than January 31, 2018; and be it
further
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit duly certified copies of this resolution to the Director of the Rhode Island Department of
Administration and the Chief Information Officer of the Rhode Island Division of Information
Technology.
