It is enacted by the General Assembly as follows

SECTION 1. Section 5 of chapter 167 of the 1991 Public Laws entitled "An Act Relating to Motor Vehicles -- Providing for Compulsory Insurance or Financial Responsibility", as amended, is hereby amended to read as follows:

Sec. 5. The provisions of this act relating to duties and responsibilities of the assistant director of transportation, the registrar of motor vehicles, and the insurance commissioner, insofar as applicable, shall remain in effect. The remaining provisions of the act shall be repealed in its entirety on November 1, {DEL 1997 DEL} {ADD 1999. ADD}

SECTION 2. This act shall take effect upon passage.
