RESOLVED, That a special legislative commission be and the sameis hereby created consisting of seven (7) members: one (1) ofwhom shall be from the house of representatives, to be appointedby the speaker; one (1) of whom shall be from the senate, to beappointed by the senate majority leader; four (4) of whom shall be representativesof the general public: one (1) to be appointed by the speaker,one (1) to be appointed by the majority leader, and two (2) tobe appointed by the governor; and, one (1) of whom shall be representativeof the Rhode Island Public Expenditure Council or his/her designee.
In lieu of any appointment of a member of the legislature toa permanent advisory commission, a legislative study commission,or any commission created by a general assembly resolution, theappointing authority may appoint a member of the general publicto serve in lieu of a legislator, provided that the majority leaderor the minority leader of the political party which is entitledto the appointment consents to the appointment of the member ofthe general public.
The purpose of said commission shall be to review the compensationof the general officers of the state of Rhode Island.
Forthwith upon passage of this resolution, the members of thecommission shall meet at the call of the senate majority leaderand organize and shall select from among the legislators a chairperson. Vacancies in said commission shall be filled in like manner asthe original appointment.
The membership of said commission shall receive no compensationfor their services.
All departments and agencies of the state shall furnish suchadvice and information, documentary and otherwise, to said commissionand its agents as is deemed necessary or desirable by the commissionto facilitate the purposes of this resolution.
The joint committee on legislative services is hereby authorizedand directed to provide suitable quarters for said commissionand be it further
RESOLVED, That the commission shall report its findings and recommendationsto the general assembly on or before January 15, 1998 and saidcommission shall expire on April 15, 1998.
