It is enacted by the General Assembly as follows:
SECTION 1. Chapter 45-2 of the General Laws entitled "General Powers" is hereby amended by adding thereto the following section:
{ADD 45-2-35.1. City of Newport -- Landing and Boarding Fees. -- ADD} {ADD The city of Newport is hereby authorized to charge, assess or otherwise collect from every cruise vessel landing at a dock in the city of Newport a landing fee of gso dollars ($2) per passenger and from every cruise vessel embarking from a dock a boarding fee of two dollars ($2) per passenger. For the purposes of this section, the term "cruise vessel" shall not include ferries and water carriers of persons and/or property doing business as common carriers operating upon waters between termini within the state.ADD}
{ADD The city council of the City of Newport shall promulgate rules and regulations to implement the provisions of this section. ADD}
SECTION 2. This act shall take effect January 1, 1999.
