J  O  I  N  T     R  E  S  O  L  U  T  I  O  N

REQUESTING THE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION IN PARTNERSHIP WITH THE DEPARTMENT OF HEALTH AND DEPARTMENT OF MENTAL HEALTH, RETARDATION AND HOSPITALS TO ENCOURAGE THE ESTABLISHMENT OF EMOTIONAL AND SOCIAL COMPETENCY LEARNING PROGRAMS IN LOCAL SCHOOL DISTRICTS

WHEREAS, The legislature recognizes that emotional and social competency and learning is crucial to the healthy development of our youth and is of equal importance to their future productivity as citizens as physical health and academic performance; and

WHEREAS, Emotional competency includes self-awareness, emotional self-regulation, motivation, empathy and social skills; and

WHEREAS, Emotional competency promotes good mental health and is an effective prevention intervention in such problem areas as; aggressive, violent and delinquent behaviors, school truancy and drop out; depression and suicidal thought and substance abuse; now, therefore be it

RESOLVED, That the Rhode Island General Assembly requests the Department of Elementary and Secondary Education in partnership with the Department of Health and Department of Mental Health, Retardation and Hospitals shall encourage the establishment of emotional and social competency learning programs by local school districts and that model programs shall be evidence-based and include an evaluation component; and be it further

RESOLVED, That the Secretary of State be and he is hereby authorized and directed to transmit duly certified copies of this resolution to the Department of Elementary and Secondary

Education, the Department of Health, and the Department of Mental Health Retardation and Hospitals.
