MEMORIALIZING CONGRESS TO INCREASE FUNDING FOR SPECIAL EDUCATION TO MEET THE FEDERAL COMMITMENT UNDER THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT

WHEREAS, Special education programs serving students with disabilities provide essential services to children and their families; and

WHEREAS, State and local educational agencies are mandated by federal law to provide a free appropriate public education for children with disabilities; and

WHEREAS, The costs associated with serving children with disabilities continue to rise, and meeting those substantial costs requires a strong partnership between local, state, and federal governments; and

WHEREAS, The lack of funding for special education programs affects the quality of services provided to children with disabilities; and

WHEREAS, This lack of sufficient federal funding puts a heavy strain on all property taxpayers who are already overburdened trying to provide quality education for students; now, therefore, be it

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations hereby memorializes Congress to increase funding for special education to meet the federal commitment under the individuals with Disabilities Education Act; and be it further

RESOLVED, That the Secretary of State be and he hereby is authorized and directed to transmit duly certified copies of this resolution to the members of the Rhode Island delegation in

the Congress of the United States.
