H  O  U  S  E     R  E  S  O  L  U  T  I  O  N

ESTABLISHING A HOUSE COMMITTEE TO STUDY THE FEASIBILITY OF JOINT STATE-CITY FINANCING FOR RENOVATIONS TO THE PROVIDENCE CIVIC CENTER AND TO STUDY THE FEASIBILITY OF JOINT UTILIZATION OF THE PROVIDENCE CIVIC CENTER AND THE RHODE ISLAND CONVENTION CENTER

SECTION 1. Whereas the General Assembly recognizes that the Providence Civic Center is a resource enjoyed by all citizens of the State, and whereas the Providence Civic Center is now over twenty-five (25) years old and in need of renovations.

SECTION 2. Creation of house committee. -- Notwithstanding the provisions of chapter 42-99, and/or any other provision of the general or public laws, there is hereby created a house legislative and executive committee the purpose of which shall be to study the feasibility of joint financing for renovations to the Providence Civic Center and to study the feasibility of joint utilization of the Providence Civic Center and the Rhode Island Convention Center.

SECTION 3. Purpose - Duties and responsibilities. -- The purpose of the house committee shall be to study all issues relating to needed renovations to the Providence Civic Center and the joint utilization of the Providence Civic Center and the Rhode Island Convention Center, including, but not limited to:

(a) Potential Sources of Funding for renovations and the determination of the proper bonding mechanism for the most economically advantageous method to finance the renovations; and

(b) The management of the two (2) facilities in such manner as to maximize the potential use of both facilities.

SECTION 4. Composition of committee - Personnel - Compensation. -- (a) The committee shall be comprised of ten (10) members, as follows:

(1) Three (3) members, who shall be appointed by the mayor of the city of Providence, one (1) of whom shall be the chairman of the Civic Center Authority;

(2) Four (4) members, who shall be appointed by the speaker of the house, one (1) of whom shall be from the minority party, and one (1) of whom shall be a member of the public. The chairperson will be elected by the house committee from among its members;

(3) Three (3) members, who shall be appointed by the governor, one of whom shall be the chairman of the Rhode Island Convention Center, and two (2) members from the general public.

(b) The speaker of the house shall provide the committee with the professional and secretarial staff from within existing personnel, and sufficient space necessary to carry out the duties and responsibilities of the committee herein. All departments and agencies of the state shall furnish any advice, information, documentary and otherwise, to the committee that it deems necessary to facilitate the purposes of this act.

(c) The members of the committee shall serve without compensation.

SECTION 5. Reporting date. -- The committee shall make its findings and report to the general assembly no later than February 1, 2002.

SECTION 6. This act shall take effect upon passage.
