HOUSE RESOLUTION REQUESTING THE DIRECTOR OF THE DEPARTMENT OF ADMINISTRATION TO ESTABLISH PROCEDURES TO ASSURE THAT ALL STATE EMPLOYEES ARE TIMELY PAID

WHEREAS, A significant percentage of the employees of the state of Rhode Island have, at the encouragement of the department of administration, opted to receive their bi-weekly salary payments by direct deposit to their personal bank accounts; and

WHEREAS, The department of administration issued a notice dated May 23 (but not actually received by some branches of government until May 28) that due to the Memorial Day holiday, the employees utilizing direct deposit would not receive their pay until June 3, a full three days after the May 31 pay day on which state employees who are paid by check will receive their pay; and

WHEREAS, Numerous state employees make their financial plans based on receiving their pay on the regularly scheduled bi-weekly pay days, and a delay thereof will cause inconveniences and dislocations, sometimes serious;

NOW, THEREFORE, BE IT RESOLVED, That the director of the department of administration shall immediately (but not later than June 30) cause to be implemented such policies, procedures and arrangements that will guarantee the direct deposit no later than on each regular pay day of the salaries of state employees who have opted that method of receiving their salaries, and be it further

RESOLVED, That the director advise the Speaker of the House when such action has been taken.
