WHEREAS, Eighty four percent of the prison population in the US were abused as children; and
WHEREAS, One out of ten babies born today to mothers who are abusing drugs; and
WHEREAS, Over three million children are reported for child abuse and neglect each year; and
WHEREAS, More than three children die each day as a result of child abuse or neglect; and
WHEREAS, Each day in Rhode Island: six children are placed in out-of-home placement due to abuse and/or neglect; one child is substantiated as having been sexually abused; and twenty three abuse complaints are investigated by DCYF, resulting in seven "indicated" cases per day; and
WHEREAS, Fifty five percent of child abuse and neglect victims in Rhode Island are under the age of six; and
WHEREAS, In Rhode Island between 1990-1997 thirty four children died as a result of injuries due to abuse by a parent or caretaker; now, therefore be it
RESOLVED, That this House of Representatives of the State of Rhode Island and Providence Plantations hereby proclaims April to be Child Abuse Prevention Month and urges all Rhode Islanders to honor this month; and be it further
RESOLVED, That the Secretary of State be and he is hereby authorized and directed to transmit a duly certified copy of this resolution to Prevent Child Abuse - Rhode Island.
