S E N A T E     R E S O L U T I O N

PROCLAIMING FEBRUARY 12, 1999 AS "ANNA WEBSTER DAY" IN THE STATE OF RHODE ISLAND

WHEREAS, Anna Webster has distinguished herself both in state service and the Providence community. She was the wife of the late Norman Webster and has a son, Norman, Jr. and is the proud grandmother of two grandchildren; and

WHEREAS, Anna started her state service in 1953 in a clerical position in the central, state personnel office, then known as the RI Civil Service Commission. She has seen the personnel structure change many times since its origin as a civil service commission, including the Division of Personnel, the Office of Personnel Administration, to the current Division of Human Resources. This makes her a "personnel archivist"; and

WHEREAS, Anna earned various promotions in her employment history, ending her career as a Supervisor in the Division of Human Resources in the DOA; and

WHEREAS, Anna specialized in the Unclassified Service, who are at-will appointments of the state government decision-makers. She served diligently as the State personnel liaison to all general office holders, regardless of their party affiliation; and

WHEREAS, Anna's expertise served as an invaluable resource to Executive Branch departments and agencies throughout her career, helping them establish their organization and maintaining their desired objectives during their terms of office. Politicians have moved on, but Anna acquired great political perspective from this role; and

WHEREAS, In 1973, Anna received her 20-year certificate for Statutory Status, a milestone in any state employee's career. Bear in mind that Anna issued thousands of similar certificates to other state employees during their career; and

WHEREAS, Anna's professionalism earned her respect throughout Rhode Island State Government (RISG) and in the community. She is well known for her volunteerism with the Knights of Columbus, Ladies Auxiliary; the American Legion; and in various senior citizens centers. For these public and civic contributions, Anna deserves this day of recognition; and

WHEREAS, Anna's humanitarian spirit is most obvious in her good will ambassador role. She planned and directed many a staff party to boost morale, promote human resource networking, and more importantly, to put a heart into doing business. Anna has a reputation for sending perpetual well wishes to those in need, whether ill, grieving, achieving...Anna may have had many titles, roles and experiences, but the one that suits her best is RISG's "Ambassador of Good Will"; now therefore be it

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations hereby congratulates Anna Webster on her retirement after 45 years of dedicated and devoted public service to the State of Rhode Island. We wish her many more years of health and happiness; and be it further

RESOLVED, That the Secretary of State be and he is hereby authorized and directed to transmit a duly certified copy of this resolution to Anna Webster.
