R.I. Gen. Laws § 42-64.10-11

§ 42-64.10-11. Consistency with other statutes.

(a) The Rhode Island Economic Development Corporation Act. Except as otherwise expressly provided by this chapter, the corporation shall have the powers necessary to accomplish the purposes set forth in chapter 64 of this title and shall in the exercise of those powers conform with the obligations and requirements of chapter 64 of this title, and unless this chapter provides or the context indicates otherwise, the provisions of this chapter shall be considered in a manner consistent with the provisions of chapter 64 of this title. The corporation shall be, in the manner set forth this chapter, a subsidiary of the economic development corporation notwithstanding the requirements of § 42-64-7.1, and this chapter shall be deemed fully satisfactory for purposes of § 42-64-7.1 as necessary to effectuate the provisions of this chapter.

(b) Other state laws. Nothing contained in this chapter shall restrict or limit the powers of the corporation arising under any laws of this state except where those powers are expressly contrary to the provisions of this chapter; provided, however, that the corporation shall not have any power to create, empower, or otherwise establish any corporation, subsidiary corporation, corporate body, any form of partnership, or any other separate entity, without the express approval and authorization of the general assembly. Except as otherwise provided, this chapter shall be construed to provide a complete additional and alternative method for doing the things authorized hereby and shall be regarded as supplemental and in addition to the powers conferred by other laws.
