H O U S E   R E S O L U T I O N
RESPECTFULLY REQUESTING THE UNIVERSITY OF RHODE ISLAND, RHODE ISLAND COLLEGE, AND THE COMMUNITY COLLEGE OF RHODE ISLAND TO REVIEW AND PROVIDE RECOMMENDATIONS ON CAMPUS POLICING POLICIES

     WHEREAS, The safety and security of all members of our public College and University
communities are a high priority and of utmost concern to most Rhode Islanders; and
     WHEREAS, The potential for active-shooter situations are a persistent threat as public
schools have become frequent targets for these vile and tragic acts; now, therefore be it
     RESOLVED, That this House of Representatives of the State of Rhode Island and
Providence Plantations hereby respectfully requests the University of Rhode Island, Rhode Island
College, and the Community College of Rhode Island to review the broader issues of campus
policing regarding arming police on state campuses in order to ultimately attain accreditation for
the campuses' police departments, including:
Implementation of less than lethal force options;
Community engagement of issue;
Review and implement best practices to support desired goals and outcomes;
Estimate cost to implement electronic employee performance, early intervention
and appraisal software systems;
Approximate a timeline and costs necessary to implement mandatory and
recommended training;
Approximate a timeline and costs to review current personnel and job
descriptions to align with the desired goals and outcomes of the commission;
Approximate a timeline and costs necessary to update record system and property
management system; and
Approximate a timeline to update and implement the required policies and
procedures; and be it further
     RESOLVED, That this House hereby requests the University of Rhode Island, Rhode
Island College, and the Community College of Rhode Island report back to the House of
Representatives with their findings and recommendations no later than January 7, 2020; and be it
further
     RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit duly certified copies of this resolution to Dr. David M. Dooley, President of the
University of Rhode Island, Stephen Baker, Director of Public Safety and Chief of Police,
University of Rhode Island, Dr. Frank Sánchez, President of Rhode Island College, Colonel
James Mendonca, Chief of Rhode Island College Police Department, Dr. Meghan Hughes,
President of the Community College of Rhode Island, and Captain Sean Collins, Interim Director
of Security & Safety, Community College of Rhode Island.
